There is a possibility that this is due to a failure in the Guest Customization process that is caused by the lack of Memory or resource in your Resource Pool.[Reference] -Enterprise Cloud User Guide
As indicated in the service specification, there is a small bit of overhead Memory which is allocated and used for each vCPU.
If the total amount of Memory given to your Virtual Machines added to the overhead Memory needed by all the vCPUs in use exceeds the amount of Memory stated in your contract, you will be unable to boot any additional Virtual Machines.
