Attention to Load Balancer (NetScaler VPX) issue of ECL2.0
Thank you for using Enterprise Cloud (ECL) service.
Please be informed of an issue that might cause “create instance/change plan” to fail in Load Balancer (NetScaler VPX) of ECL2.0.
We recommend that clients check the details of the issue and take action below as necessary.

Issue
It has been observed that Citrix ADC bug and high load on the Citrix license server can cause license activation of Load Balancer (NetScaler VPX) to fail, thereby “create instance/change plan” for Load Balancer (NetScaler VPX) to fail.
Service Impact
Create Instance:
Create instance of Load Balancer (NetScaler VPX) might fail.
Change Plan:
Change plan of Load Balancer (NetScaler VPX) might fail and you might not be able to operate it from the GUI/API.
Solution
Create Instance:
If an attempt to create Load Balancer (NetScaler VPX) fails, wait a while and then try again creating Load Balancer (NetScaler VPX).
Change Plan:
If changing Load Balancer (NetScaler VPX) plan fails, please re-create Load Balancer (NetScaler VPX) with the new version/plan in service.
We recommend clients to save the configuration according to Saving configuration of NetScaler VPX before operation.
*Note that you cannot newly create an instance with the old version which is out of service (10.5-57.7 Standard Edition, 11.0-67.12 Standard Edition, 12.0-53.13 Standard Edition, 12.1-52.15 Standard Edition). If a plan change from the old version cannot be successful due to this issue, please re-create with the latest version/plan (12.1-55.18 Standard Edition) will be required.
Response Policy
Citrix officially announced they are currently planning to fix the ADC issue and plan to enhance the license server in the future.
After executing update aptlicense command, “ERROR: Operation timed out” may be displayed. (citrix.com)
