Metadata cannot be used when creating a new dedicated hypervisor

Issue

Even if metadata is entered when creating a new dedicated hypervisor, the metadata may not be set properly after creating the server.

Solution

After creating the dedicated hypervisor, enter metadata from the bare metal menu.
