Can I subscribe "VPN Connectivity" menu via portal?

No. For now subscribing "VPN Connectivity" menu is not available via Customer Portal. You are required to submit application form for Multi-Cloud Connect, which is one of option menus in Arcstar Universal One, to our sales person.
