Is it possible to change the target tenant for DC Inter-Connectivity to another tenant on the same region?

No. You are not allowed to change the target tenant.
Only 1 target tenant is allowed in the same region, so it is necessary to delete and create DC Inter-Connectivity when changing target tenant.
